Richard R. Collins

Mr. Rich Collins is an accomplished business leader, proud Navy veteran, and dedicated member of the Pauma Valley community. He served in the U.S. Navy from 1970 to 1974 and founded his own company in 1976, growing it to over 100 employees before transitioning it to an Employee-Owned model prior to his retirement in 2021. He and his wife, Janice, have called Pauma Valley home since 2004.
Over the course of his career, Rich was an active leader in his industry, serving on the Board of Directors for the San Diego Plumbing-Heating-Cooling Contractors (SDPHCC), including two terms as President. He also spent two years on the State of California Board of the Plumbing-Heating-Cooling Contractors (PHCC), chaired the State Education Committee from 1994 to 1997, served as President of Associated Builders and Contractors (ABC), and led the ABC Apprentice Trust from 1995 to 2000. He continues to contribute his expertise as a longstanding member of the Board of Directors for the San Diego County Credit Union (2000–Present).
As Vice President of the Board, Rich draws on his entrepreneurial background, industry leadership, and commitment to Pauma Valley to help guide the District toward continued success. Married since 1976, he is the father of three, grandfather of seven, and great-grandfather of six.
