The Pauma Valley Community Services District (PVCSD) is authorized to contract for security services necessary to protect lives and property within the boundaries of the District as part of its latent powers activated by the San Diego Local Agency Formation Commission (LAFCO). Monthly charges imposed by the District for security services are used to fund these limited security services, including patrol personnel, vehicles and related costs.
In compliance with Government Code Section 61100(j) and its latent powers activated by LAFCO, PVCSD security officers are responsible for providing limited security services to protect lives and property within the District. In situations where the prevention of an incident or offense is not possible or is outside of the scope of responsibility of security officers, the role and function of PVCSD security officers is to observe and report the incident to a law enforcement agency, such as the San Diego County Sheriff’s Department. PVCSD security officers are not peace officers as defined by State law and therefore are not responsible for any law enforcement activities, including, but not limited to: enforcement of State or County laws, including traffic regulations such as speeding; chasing, apprehending or detaining suspected criminals; and/or investigating criminal acts.
