About the Strategic Plan
The Pauma Valley Community Services District has developed its 2026 Strategic Plan to guide District priorities, services, and long-term sustainability.
The Strategic Plan provides a clear framework for how the District will respond to current challenges and plan for future opportunities while continuing to deliver essential services to the community. It aligns the policy direction of the Board of Directors with the day-to-day operations led by the General Manager.
The Plan reaffirms the District’s mission, vision, guiding principles, and goals, and establishes measurable objectives to support:
- Financial stability
- Infrastructure reliability
- Effective governance
- Workforce development
- Community and stakeholder engagement
Mission
To protect the public health and environment of the community by providing effective wastewater management, stormwater drainage control, life safety assistance, security services, and exceptional customer care.
Vision
To be a responsive and innovative organization committed to serving the community with trust, transparency, and fiscal responsibility.
Strategic Priorities
The Strategic Plan focuses on six key priorities:

Ensure Long-Term Financial Strength
Maintain financial stability through responsible budgeting, planning, and transparent stewardship. -
Further Community Engagement
Strengthen communication, increase transparency, and encourage meaningful public participation. -
Maintain and Improve Existing Infrastructure
Protect and enhance District assets through strategic investment, maintenance, and long-term planning. -
Further Staff Development and Engagement
Attract, retain, and support a skilled workforce through training, succession planning, and organizational development. -
Effective Governance
Promote informed, ethical, and accountable leadership through Board development and performance oversight. -
Further Stakeholder Engagement
Build strong relationships with partners, regulators, and agencies to support the District’s long-term success.
Implementation & Accountability
The Strategic Plan includes a structured implementation framework that:
- Tracks progress through measurable objectives
- Aligns staff workplans with Board priorities
- Uses performance metrics and reporting to ensure accountability
- Allows flexibility to adapt to changing conditions
The Plan is intended to be a living document, reviewed and updated periodically to reflect evolving needs and opportunities.
